Hey,
I don't have Windows but I've cross compiled libssh with mingw for Windows.
You can find a RPM which contains the dll and header files. You can find it
here:
http://download.opensuse.org/repositories/home:/gladiac:/win32/win32/i586/
I'm trying to build a NSIS installer atm.
